San Leandro Downtown Parking Demand Analysis <br />August 3, 2015 <br />Page 13 <br /> <br />calibration was conducted for residential portions of the study area prior to incorporating <br />that demand rate with the rest of the parking demand model. <br /> <br />Most of the adjustments to the model were made with this step, in order to fine tune the <br />model to match the peak period parking data received in existing conditions. Assumptions <br />such as low mid-afternoon restaurant occupancy and low office visitor demand were largely <br />maintained, while the unique nature of the downtown was accounted for using professional <br />judgment. <br /> <br />It is important to note that these calibrations take into account the adjacent San Leandro BART <br />station and its impact on neighboring on-street parking from commuter spillover parking demand. <br />The occupancy counts used from September 2013 include this potential parking spillover from <br />BART users into the adjacent public parking supply, as discussed in the 2013 Downtown San <br />Leandro Parking Data Analysis memorandum. <br /> <br />Following final calibration of the existing conditions model, the same model and underlying <br />assumptions were applied to future scenarios to determine expected parking demand. These <br />results are reported in the following section. <br />Parking Model Results <br />This section reports the results from the demand-based parking model that was developed for the <br />City of San Leandro’s downtown demand area based on existing land uses and parking occupancy <br />counts.
