San Leandro Downtown Parking Demand Analysis <br />August 3, 2015 <br />Page 15 <br /> <br />existing conditions. This decrease is largely due to the addition of the San Leandro Tech Campus’s <br />new parking supply. While the Marea Alta Apartments, the San Leandro Tech Campus, and Galvin <br />projects are being added in the short-term scenario as pipeline developments, they were regarded <br />as being self-parked projects; as such, most of that new parking demand is self-contained within the <br />individual land uses’ parking supply. <br /> <br />The 10-year long-term scenario includes overall projected growth in all land use square footage <br />along with the additional supply from the San Leandro Tech Campus’s new parking structure. With <br />the projected growth and increase in supply, parking occupancy rates are expected to be slightly <br />less than existing conditions. <br />Effective Parking Supply <br />A parking facility or system is often perceived as full when it has not yet reached its capacity. This is <br />usually in the range of 85 to 95 percent occupancy. Effective parking supply (practical capacity) is <br />the number of occupied spaces at optimum operating efficiency. This range has to do with the <br />familiarity of users with all the details of the parking system, (i.e. what spaces are likely to be <br />available at a certain time of day and thus a lower cushion) versus a parking system that serves <br />more unfamiliar users. A small supply cushion would be appropriate during the anticipated system <br />peaks to help reduce search time during the peak. It also provides additional cover for operating <br />and seasonal fluctuations in occupancy. <br /> <br />Future short-term and long-term parking occupancies are anticipated to remain below practical <br />capacity for both midweek and weekend days at the midday peak hour and evening hour for <br />downtown San Leandro.
