Downtown Parking Management Plan <br />5 <br /> <br />Duration Analysis <br />The parking duration analysis is presented in terms of observed distribution of “parking events” by <br />length of stay. A parking event is defined as when a vehicle is observed to occupy a single space during <br />one observed time-period during data collection. <br />Table 1 presents the length of stay by space type for the study area between 9 AM and 6 PM for the <br />weekday. The average user parking on-street in the periphery stays for about an hour longer than a user <br />parking in the core area. This is likely due to the higher amount of unregulated parking in the periphery <br />area. Only 50 percent of on-street parkers stay for an hour or less, likely indicating that some on-street <br />parkers are nearby residents or commuters who park in free unrestricted parking areas. The consulting team developed a <br />customized shared parking model based on the Urban Land Institute’s (ULI) Shared Parking Manual. <br />Overall, at the time of data collection, the existing downtown parking inventory within the study area <br />comprised a total of 3,239 publicly available parking spaces. This includes all types of spaces, including <br />short-term and handicap spaces, but excludes parking spaces assigned exclusively with a particular land <br />use. Table 2 provides existing parking inventory within the study area, as well as parking occupancies <br />during the midday peak (around 12 PM) and evening hour (5 PM) parking periods. <br /> <br />603
