The TOD Strategy EIR was published in 2007, and <br />therefore utilizes General Plan policies and actions from the previous, 2002, San Leandro General Plan <br />and General Plan EIR. Table 3, below, lists the applicable 2002 General Plan policies, 2002 General Plan <br />EIR mitigation measures, and 2007 TOD Strategy EIR mitigation measures identified in the TOD Strategy <br />152
