The <br />project also provides <br />pedestrian and bicycle <br />improvements such as <br />pedestrian walkways and a <br />two-lane, 20 foot bicycle <br />path on the east side of the <br />project site. <br />Implementation of <br />the TOD Strategy <br />could result in <br />significant impacts if <br />Transportation <br />Control Measures <br />(TCM) are not <br />implemented. <br />TCM #12: The TOD Strategy Plan <br />Implementation Matrix includes <br />Streetscape Improvements and <br />Pedestrian Circulation Actions D1 and <br />D5. Strategy D1 recommends <br />conducting detailed traffic analysis and <br />engineering studies to determine the <br />location of potential improvements to <br />circulation. Strategy D5 calls for detailed <br />traffic analysis to determine the <br />feasibility of lane configurations of East <br />14th Street between the San Leandro <br />Creek and West Estudillo Street. <br />General Plan Policy EH-3.2: Promote <br />strategies that help improve air quality <br />and reduce greenhouse gas emissions by <br />reducing the necessity of driving. These <br />strategies include more reliable public <br />transportation, carpooling and <br />vanpooling programs, employer <br />transportation demand management <br />(TDM) programs, better provisions for <br />bicyclists and pedestrians, and <br />encouraging mixed use and higher <br />density development around transit <br />stations. <br />A traffic analysis determined <br />the location of circulation <br />improvements and analyzed <br />impacts to pedestrians and <br />impacts of increased trip <br />generation on the project <br />site. Therefore, the project is <br />in compliance with Policy <br />EH-3.2. See the Traffic and <br />Transportation discussion <br />below. <br />TCM #19: The TOD Strategy Plan <br />Implementation Matrix includes Traffic <br />Action E1, which recommends the <br />development of high-quality and direct <br />pedestrian connections between <br />development and BART, Bus Rapid <br />Transit (BRT), and other transit systems. <br />Implementation of <br />the TOD strategy <br />could result in <br />significant impacts if <br />it leads to violations <br />General Plan EIR Mitigation Measure <br />K1: As recommended by the BAAQMD, <br />the following practices should be <br />required during all phases of <br />construction for major projects in the <br />City: <br />General Plan Policy EH-3.4: Require <br />new development to be designed and <br />constructed in a way that reduces the <br />potential for future air quality problems, <br />such as odors and the emission of any <br />The project is subject to site <br />plan review.
