CITY OF SAN LEANDRO <br />RE: Exhibit A -CONSISTENCY MEMORANDUM FOR THE SLTC MIXED-USE PROJECT (PLN16-0067) <br />JULY 17, 2017 <br />Page 16 <br /> <br />ENVIRONMENTAL CONSISTENCY REVIEW <br />TOD Buildout Strategies <br />Full buildout under the TOD EIR includes public improvements to infrastructure, civic building projects <br />and private sector sponsored residential, commercial and other developments. <br />The TOD Strategy aims to stimulate new development within Downtown San Leandro’s existing context <br />and: <br /> Capitalize on the existing and planned transit infrastructure; <br /> Improve transit ridership; <br /> Provide a diversity of housing choices; <br /> Infill the areas located on the periphery of the downtown core with a rich diversity of mixed-use <br />projects; <br /> Extend the existing mixed-use downtown area westward to the Washington Avenue corridor and <br />the Washington Plaza shopping center; <br /> Develop the vacant land and replace the warehouse buildings around the existing BART station <br />to maximize the transit ridership potential of the land; <br /> Strengthen and help ensure the success of that transit infrastructure; and <br /> Be sensitive to the existing context of the downtown and its surrounding neighborhoods. <br />The proposed project would develop vacant land with residential and commercial land uses adjacent to <br />the Downtown San Leandro BART station, which would capitalize on the existing transit infrastructure, <br />provide housing choices, and infill the downtown core.
