CITY OF SAN LEANDRO <br />RE: Exhibit A -CONSISTENCY MEMORANDUM FOR THE SLTC MIXED-USE PROJECT (PLN16-oo67) <br />JULY 2.7, 2017 <br />Paqe 18 <br />Construction and Air Quality Impacts <br />Construction activities would produce combustion emissionsfrom various sources, such as on-site heavy- <br />duty construction vehicles, vehicles hauling materials to and from the site, and motor vehicles <br />transporting the construction crew. Site preparation activities would produce fugitive dust emissions <br />(PMio and PM2s) from demolition and soil -disturbing activities, such as grading and excavation. Air <br />pollutant emissions from construction activities on-site would vary daily as construction activity levels <br />change. Construction activities associated with the proposed projectwould result in emissions of reactive <br />organic gases (ROG), nitrogen oxides (NOx), carbon monoxide (CO), and PM o and PM:.S. <br />To determine potential construction -related air quality impacts, criteria air pollutants generated by <br />project -related construction activities for the entire Scenario 3 are compared to the BAAQMD <br />significance thresholds. Average daily emissions are based on the annual construction emissions divided <br />by the total number of active construction days. See AppendixA for emission model outputs. <br />As shown in Table 4 above, projected emissions for the full SLTC would fall below the construction - <br />related significance thresholds developed by the Bay Area Air Quality Management District (BAAQMD), <br />the air pollution control officerfor the region. Therefore, as the project represents only a fraction of SLTC <br />buildout, project emissions would also fall below BAAQMD thresholds. The project would not exceed the <br />buildout proposed in the TOD Strategy and analyzed in the TOD Strategy EIR. The TOD Strategy EIR <br />found that construction -related criteria pollutant emissions from exhaust associated with TOD Strategy <br />buildout would be less than significant. Thus, no further analysis is needed, and the project is consistent <br />with the City's TOD Strategy EIR. <br />
