City Council Goals for the Year 2000 <br />Project Name: Economic Development Plan for Marina <br />Project Description: The development of a program to make the four elements of the Marina <br />area (wetlands, park, golf; and marina) self-supporting through economic development of <br />available parcels and potential alternative uses of existing facilities. None of the elements are <br />currently self-supporting. The goal is to have the economic plan provide positive cash flow to <br />the General Fund including the repayment of principal and interest on any outstanding General <br />Fund loans to the four elements of the Marina area. <br />Vision/Opportunities: <br />A. Direct Monetary Benefit To Marina Area Generally <br />1. Evaluate the potential of three hotel sites and their revenue -generating capability <br />(Boat works site, Blue Dolphin site, and the end of Marina Blvd. site). <br />2. Evaluate the benefit of additional restaurants. <br />3. Evaluate the potential of boutique retail facilities. <br />4. Evaluate the potential of office space. <br />5. Evaluate the benefit of residential units. <br />6. Evaluate the benefit of an addition of 9 or 18 more golf holes. <br />B. Marina Water Facility Opportunities <br />1. Evaluate advantages/disadvantages of dredging or not. <br />2. Determine viability of ferry service and whether it would dock in the Marina or <br />elsewhere along the shore. <br />3. If we decide not to dredge, determine what type of boats we would allow to use the <br />facility (all, none, or shallow draft only). <br />4. Evaluate the benefits of a lock system to hold water in lagoon. <br />5. Evaluate recreational opportunities in and around lagoon. <br />C. Other Marina Waterfront Considerations <br />1. Continuation of a bike path link from Marina Park to Oakland Airport. <br />2. Acquisition of waterfront property between Marina and Williams. <br />3. Determination of whether there should be some form of entrance fee for the Marina <br />area. <br />4. Determination of whether the par course should be moved to the wetlands trail. <br />5. Determination of what type of direct tie-in there should be, if any, to the Oyster Bay <br />Regional Shoreline. <br />D. Other General Marina Area Considerations <br />1. Parking impacts of doing any of the above. <br />2. Enhancing Marina Blvd. from Merced to the Marina. <br />3. Enhancing Doolittle Drive from the airport to Fairway Drive. <br />4. Enhancing sewer -pumping capabilities from the Marina. <br />5.
