City Council Goals for the Year 2000 <br />3) Traffic issues <br />4) Parking issues <br />5) Marina Blvd. citizens <br />6) Shoreline property owners from Williams to Marina <br />7) BCDC <br />8) Silting in the Marina lagoon <br />9) Outstanding State Harbor loans <br />Timeline: <br />• Staff brainstorming -completed. <br />Part I: Blue Dolphin Site <br />January 2000: Accumulate plans and land use entitlements on Blue Dolphin site <br />and adjoining property. <br />February 2000: Complete financing plan for Conference Center proposal <br />Alternative <br />March 2000: Initiate preliminary discussions with potential hotel developers <br />April 2000: Develop marketing program and targeted developer list for <br />potential Request for Proposals (RFP) <br />July 2000: Review proposals. <br />August 2000: Select developer and proceed with negotiations <br />Part IL Marina/Waterfront <br />December 1999: Cost data on four parts of the shoreline to be accumulated <br />January 2000: Studies and master plans for Marina and Waterfront to be <br />accumulated <br />February 2000: Contract with Sedway Group for analysis of market considerations <br />and economics <br />February 2000: Contract with Concept Maine for engineering alternatives for <br />Marina use <br />May 2000: Initial feedback for Council review. <br />Performance Indicators/Identifiable Milestones: <br />1) Completion of in-house projections on some of the revenue generating opportunities. <br />2) Contract approval for Sedway. <br />3) Studies and master plans accumulated. <br />4) Feasibility studies completed and costs calculated for four (4) segments and peripheral <br />projects <br />Fiscal Impacts: The opportunity to generate new revenues that will offset the drain on the <br />General Fund and the added one-time costs will enhance the general area and mitigate some of <br />the issues.
