11 <br />LOCAL ARTIST PROJECT GRANTS (Appendix D) <br />RECOMMENDATION 5 <br />Establish Artist Project Grants to support local artists in the creation and production of high <br />quality visual and performing arts projects. <br />OVERVIEW <br />San Leandro recognizes the value added to the social and economic quality of life <br />when artists live and work in the community. Providing support to emerging, mid- <br />career, and established artists of up to $10,000 per grant award is central to the <br />attraction and retention of artists in San Leandro. An emerging artist is regarded <br />as someone in the early stage of her/his career or someone who made a recent <br />career change to concentrate on her/his artwork. An established artist is at a <br />mature stage in her/his career, having created an extensive body of independent <br />work recognized nationally or internationally. <br />GIFTS AND LOANS OF ARTWORK POLICY (Appendix E) <br />Supplement to Administrative Code, Title 1 City Council, Chapter 9. Gifts, Donations, and <br />Sponsorships Policy <br />RECOMMENDATION 6 <br />Within one year of the adoption of the Public Art Master Plan, adopt a Review and Acceptance <br />of Gifts and Loans of Artwork Policy, with review and recommendation by the SLAC and <br />approval by City Council. <br />OVERVIEW <br />When gifts and loans of visual artwork are proposed for placement on City of <br />San Leandro property and in buildings owned by the City of San Leandro, it is <br />critical that the proposals are reviewed using the same criteria applied to the <br />commissioning and exhibition of artworks undertaken by the City of San Leandro <br />Public Art Program. In 1997, the City Council adopted a Gifts of Works of Art <br />Policy in conjunction with the Percent for Art Ordinance. For consistency with the <br />policies and guidelines proposed in this plan, the existing Gifts of Works of Art <br />Policy should be replaced to conform to current standards in the public art field. <br />The primary objectives of a Gift and Loans of Artwork Policy are to <br />1. Provide deliberate, uniform procedures for the review and acceptance of gifts <br />and loans of public artwork to the City of San Leandro; <br />2. Maintain high artistic standards in all artwork displayed by the City of San <br />Leandro; <br />22
