29 <br />the pivotal role of guiding the public art process and coordinating the efforts <br />of a multitude of participants. To assure that each project’s full potential can be <br />realized, staff must adopt the following responsibilities: <br />1. Oversee the percent for art budget, including regular meetings with the <br />Finance Department to assess project eligibility for current and projected <br />Capital Improvement Program projects. <br />2. Manage the interests and needs of a varied range of stakeholders, including <br />the City of San Leandro’s departmental staffs, City Council, SLAC, and various <br />panels, private developers, peer professionals, community members, and <br />others. <br />3. Staff the SLAC, including coordination of its meetings, agenda, and minutes. <br />4. Coordinate public information and community outreach, including the Arts <br />and Culture Program website. <br />5. Be knowledgeable about the range of artistic possibilities and familiar with <br />local and national resources in the field. <br />6. Facilitate the artist and artwork selection and approval processes. <br />7. Oversee the application and review of grants to arts organizations and artists. <br />8. Represent and defend the interests of the artist and the intended artwork <br />from the beginning to the end of a project while at the same time <br />understanding and balancing the competing interests and needs of all the <br />other participants in the public art process. <br />9. Prepare for a public art controversy in the event that one occurs. Develop <br />proactive systems for distributing information, responding to the media, and <br />activating supporters. <br />10. Manage the design, fabrication, and installation of public artwork. <br />11. Anticipate, plan for, and implement the complex layers of competing <br />schedules, information requirements, budgets, and programmatic needs. <br />12. Negotiate contract agreements and develop consensus around highly <br />complex issues and situations. <br />13. Oversee the documentation, care, and maintenance of the City of San <br />Leandro’s public art collection. <br />14. Administer loans of City-owned artwork and the donation of gifts of artwork <br />to the City of San Leandro from private individuals, collectors, artists, foreign <br />cities, or countries. <br />40
