39 <br />PROGRAM & PROJECT <br />IMPLEMENTATION <br />ADMINISTRATIVE GUIDELINES <br />It is important to develop policies and procedures to reinforce professional <br />practice and consistency. This will result in a better understanding of the <br />benefits of public art and acknowledgment that the process is unique from other <br />administrative procedures. <br />Establishing administrative guidelines will serve to orient new City of San <br />Leandro staff, facilitate operations, explain legal requirements, and reflect best <br />practices in the public art field. Defining the review and approval processes and <br />the roles and responsibilities of staff, the SLAC, City Manager, and City Council <br />will make the public art process easier to navigate. In addition to guiding City of <br />San Leandro department staff, the guidelines serve to inform the general public <br />in understanding the goals, policies, and procedures of the Arts and Culture <br />Program. <br />To help City Department staff understand the positive impact of public art, <br />it is recommended that the Arts and Culture Program staff make an annual <br />presentation during regularly scheduled departmental staff meetings. This will <br />further reinforce the role of the Arts and Culture Program as the first point of <br />contact for all of the City of San Leandro’s public art projects. Conversely, it is <br />important that the Arts and Culture Program staff have access to information <br />related to activities of other departments as they relate to projects eligible for the <br />Percent for Art Ordinance. <br />50
