40 <br />SITE, ARTIST, AND ARTWORK SELECTION <br />PROCESSES FOR PUBLIC ART <br />The Arts and Culture Program must conduct site, artist, and artwork selection <br />processes that are transparent, generate multiple and varied public art <br />opportunities, and ensure that the City of San Leandro’s response to public art is <br />innovative and adaptive. <br />SELECTING A SITE <br />To ensure that artwork is responsive to the location and community in which it <br />is located, it is imperative that the site be identified and confirmed before an <br />artwork is commissioned. It is the responsibility of the Arts and Culture Program <br />staff to communicate the site selection to all internal and external stakeholders. <br />In the siting and commissioning of public art in San Leandro, each artist employed <br />must create the work in response to the complexity, richness, and potential <br />tensions associated with a specific place. Art created must be site specific and <br />responsive to a clear understanding of San Leandro’s people, fabric, history, and <br />future. <br />It is important to consider the following when siting public art: <br />TOPICS TO CONSIDER WHEN SITING PUBLIC ART <br />• How public is the site? <br />• How many people pass by or through the site on a daily basis? <br />• Is the area heavily trafficked by car or by foot? <br />• Is the site highly visible? <br />• Does the site provide a measure of security for artwork and discourage <br />potential vandalism? <br />• Is the site accessible to all citizens? <br />• What size/scale of work can be accommodated? <br />51
