59 <br />B <br />APPENDIX B <br />PROPOSED PUBLIC ART IN PRIVATE AND MUNICIPAL <br />CONSTRUCTION ORDINANCE <br />PUBLIC ART IN NEW COMMERCIAL. INDUSTRIAL, RESIDENTIAL AND MUNICIPAL <br />CONSTRUCTION <br />SECTION 1 - PURPOSE. <br />The City Council finds and declares: <br />A. Cultural and artistic resources, including the visual, performing, media, and <br />literary arts, enhance the quality of life for people living in, working in, and <br />visiting the city of San Leandro. <br />B. The development of cultural and artistic resources preserves and improves the <br />quality of the urban environment, and increases real property values. <br />C. Cultural and artistic resources foster economic development and tourism, <br />revitalize urban areas, and improve the overall business climate by creating a <br />more desirable community within which to live and work. <br />D. The City of San Leandro’s General Plan establishes cultural and historical, <br />recreational, park and open space land use policies. This section is consistent <br />with Chapter 6, Park and Recreation Shoreline Access, Schools and Cultural <br />Facilities Element of the City’s General Plan by providing an opportunity for <br />the design of new projects to incorporate Public Art. <br />E. Public Art helps to attract and anchor a large and diverse creative sector, <br />enriching the city of San Leandro’s cultural identity which is a key component <br />of the City of San Leandro’s economic vitality. <br />F. The incorporation of Public Art into private and public development creates a <br />unique sense of community and enhances the quality of such developments. <br />G. The incorporation of Public Art in private and public development is in the <br />public interest. Public Art makes a lasting contribution to the community and <br />enhances the general welfare of those persons living and working in the city <br />of San Leandro. <br />70
