68 <br />B <br />7. Advise and make recommendations to the City Council on the <br />acceptance of donations and submissions of art and other matters <br />of arts in the community; <br />8. Establish and approve the Arts and Culture Program mission, and <br />curatorial and programmatic goals, policies, and guidelines. <br />9. Develop an annual Arts and Culture Work Plan that charts current <br />and future arts and culture projects and determines resources and <br />funding priorities. <br />10. Review and recommend cultural programming and grants to arts <br />organizations and individual artists. <br />11. Review and forward recommendations to City Council for <br />deaccession of artwork, acceptance of artwork gifts and loans, and <br />proposals for memorials and murals on city-owned property, in <br />accordance with each respective policy. <br />12. Serve as the key advocacy body for the Arts and Culture Program <br />and participate in community outreach activities and events. <br />SECTION 8 - APPLICATION AND APPROVAL <br />PROCEDURES FOR PUBLIC ART <br />A. Private Property <br />1. The developer has the option of proposing Public Art and Cultural <br />Arts incorporating on-site artwork, cultural programs, art spaces, <br />or cultural facilities into the development or may elect to deposit <br />the full amount into the Cultural Arts Fund. <br />2. In conjunction with an application for a Building Permit, the <br />developer shall submit to the City a Concept Arts Project Plan for <br />on-site artwork, cultural programs, art spaces, or cultural facilities. <br />3. Following approval of the Concept Art Project Plan by Arts and <br />Culture Program staff, the developer shall refine the design and <br />submit a Final Public Arts Project Plan. <br />i. An application for the installation of Public Art and Cultural <br />Arts on private property on forms furnished by the City for <br />that purpose; <br />ii. The developer shall refer to the Arts and Culture Policy <br />Guidelines referenced in this Ordinance. <br />79
