City of San Leandro <br />Meeting Date: September 18, 2017 <br />Staff Report <br />Agenda Section:File Number:17-507 CONSENT CALENDAR <br />Agenda Number:8.E. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Authorizing the City Manager to Enter the City into a <br />Project Funding Agreement with the Alameda County Transportation <br />Commission for Discretionary Funding Provided by Measure BB Transportation <br />Sales Tax Revenue <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve and authorize the City Manager to enter the City <br />into a Project Funding Agreement with the Alameda County Transportation Commission <br />(Alameda CTC). The agreement will provide Measure BB grant funds for street rehabilitation. <br />BACKGROUND <br />On November 4, 2014, the voters of Alameda County, pursuant to the provisions of the Local <br />Transportation Authority and Improvement Act, California Public Utilities Code Section 180000 et <br />seq., approved Measure BB. Measure BB authorizes Alameda CTC to administer the proceeds <br />from the extension of an existing one-half of one percent transaction and use tax scheduled to <br />terminate on March 31, 2022, and the augmentation of that tax by one-half of one percent. <br />The duration of the tax will be thirty years from the initial year of collection, which began on April 1, <br />2015, with said tax to terminate/expire on March 31, 2045. The tax proceeds will be used to pay <br />for the investments outlined in the 2014 Alameda County Transportation Expenditure Plan (β2014 <br />TEPβ), as it may be amended. A portion of the annual proceeds is designated for discretionary <br />funding of transportation projects within the County of which $30 Million has been programmed <br />over five fiscal years for the rehabilitation of San Leandro streets. <br />The City was granted $3,000,000 in discretionary funds for the fiscal year 2016-17, and an <br />agreement has been executed for those funds. <br />Page 1 City of San Leandro Printed on 9/12/2017
