File Number: 17-507
As the City has now been granted $13,000,000 in discretionary funds for the fiscal year 2017-18
and 2017-19, a new project agreement that sets forth the terms and conditions of the grant must
be executed before the City is eligible to receive the funds.
Analysis
The terms and conditions of the grant are customary and the City can comply without hardship.
Alameda CTC will permit use of the City’s local business ordinance as well as the City’s
community workforce agreement on contracts funded by the grant.
Staff anticipates that there will be future agreements to reflect additional grant funding up to the
programmed total of $30,000,000.
The agreement attached to the resolution is substantially complete; however, minor changes to
the language may occur.

Applicable General Plan Policies
Policy T 5.3: Maintenance. Regularly maintain City streets and traffic control devices to ensure
that streets operate safely and efficiently. The City will strive for an overall Pavement Condition
Index of 76, which is the lower limit of industry best practices.
Legal Analysis
The City Attorney’s Office reviewed the agreement, and it is approved as to form.
Fiscal Impacts
Execution of the agreement will provide funds for rehabilitation of City streets.
Attachment to the Resolution
·Alameda CTC Project Funding Agreement (Draft)
PREPARED BY: Nick Thom, City Engineer, Engineering and Transportation Department
Page 2 City of San Leandro Printed on 9/12/2017
