Policy/Action Description of Activity Accomplishments <br />Responsible City Staff, Department or 1 l in FY 2016-17 <br />Action Z.2: Implement Housing Element <br />programs. <br />The HOME Consortium jurisdictions <br />shall aim to implement the programs <br />described in their Housing Elements <br />within the current Housing Element <br />planning period. These programs <br />adopt a comprehensive approach to <br />local affordable housing needs, <br />addressing barriers to local <br />production, fair housing, and housing <br />concerns of lower income households <br />and special needs populations. Each <br />Housing Element shall list the timeline <br />and responsible agency for <br />Implementation. <br />The City of San Leandro submitted Its <br />2016 Annual Progress Report (APR) for <br />the 2015.2023 Housing Element: An <br />Element of the San Leandro General Plan <br />to California Department of Housing and <br />Community Development (CA HCD) on <br />June 20, 2017. <br />Policy 3: Ensure Consistency between Local Zoning Ordinances and Fair Housing Choice <br />Local jurisdictions' zoning requirements must comply with State law, the federal Fair Housing Act of 1968, and the Fair Housing <br />Amendments Act of 1988_ As discussed in Chapter 3, the Al finds some cases where local zoning requirements do conflict with <br />State and federal requirements, and documents how the subject jurisdictions are rectifying these issues. The respective <br />jurisdictions' Housing Elements also serve as the reference for these corrective programs.
