The Study was conducted by Keyser <br />Palmer decision, particularly with <br />fvlarsten for the cities of Albany, Union <br />respect to in lieu fees. All Consortium <br />City, Hayward, San Leandro and the <br />jurisdictions should seek to review <br />unincorporated cities of the Alameda <br />their existing inclusionary housing in- <br />County.
