Action 8.3: Continue to seek adjustment to <br />the HUD Fair Market Rent (FMR) for the <br />Oakland -Fremont Metropolitan Division. <br />Fair Housing Matrix -pg 23 <br />OMB Control No: 2506-0117 (exp. 06/30/2018) <br />Consortium jurisdictions, or a <br />designated surrogate, should continue <br />to commission market-based surveys of <br />current market -rate rents in the <br />Oakland Fremont HUD FMR Area <br />(Alameda and Contra Costa Counties) <br />when necessary in an effort to seek <br />adjustment to HUD FMR standards for <br />the area. Fair housing providers and <br />housing rights advocates reported that <br />many landlords have ceased accepting <br />Section 8 Housing Choice Vouchers due <br />to the rapid escalation in current <br />market -rate rates above the <br />HUDdesignated FMR level, resulting in <br />a decrease in the supply of available <br />housing for Section 8 Voucher <br />recipients. In 2013, the County Housing <br />and Community Development <br />Department, , with funding and support <br />from a variety of cities. HACA. and the <br />County's Behavioral Health Care <br />Services department, commissioned <br />such a survey and successfully sought <br />an upward adjustment of the HUD - <br />defined FMR for FY 2014. <br />CAPER <br />To be explored by the Alameda County <br />HOME Consortium, if needed, in FY 2017- <br />18. <br />44 <br />
