Given that the City of San Leandro primarily uses its CDBG <br />allocation on direct service contracts and public works projects, there is no program income from those <br />expenditures. The City will <br />continue to fund programs that meet the national objectives of serving low- and moderate -income <br />clientele (LMC) or low- and moderate -income housing (LMH). In FY 2016-2017 all of the services <br />provided by the City's contracted recipients of CDBG grants, will benefit — at least 51% of the total <br />population served — low- and moderate -income individuals and families.
