City of San Leandro <br />Meeting Date: October 16, 2017 <br />Staff Report <br />Agenda Section:File Number:17-596 CONSENT CALENDAR <br />Agenda Number:8.L. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Jeff Kay <br />Assistant City Manager <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report for Resolution Affirming the City of San Leandro’s Commitment to <br />the “City as a Platform Manifesto,” to Support the Development and <br />Implementation of Smart City Technologies and Innovation <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council adopt a resolution affirming San Leandro’s commitment <br />to the “City as a Platform Manifesto” to further San Leandro’s ongoing Smart City efforts and our <br />commitment to working in partnership with other like-minded communities around the world. <br />BACKGROUND <br />It is an established goal of the City Council to “advance projects and programs that promote <br />sustainable economic development, including transforming San Leandro into a center for <br />innovation.” San Leandro has made significant progress in advancing this goal in the past several <br />years. The deployment of the Lit San Leandro fiber optic network made San Leandro a worldwide <br />leader in broadband availability. More recently, the City has sought opportunities to leverage that <br />technology for the benefit of the community. This includes connecting schools to the fiber network, <br />deployment of free public Wi-Fi, and implementation of a connected LED street-light system that <br />can serve as a platform for additional technologies. Additionally, San Leandro has implemented <br />new tools for community engagement, offering digital options for residents to provide feedback if <br />they are unable to attend community meetings in person. <br />The City recently began work on a Fiber Optic Master Plan which will serve as a road map for <br />future Smart City initiatives. The Master Plan is expected to include a strategic plan for expansion <br />of the fiber optic network and identification of emerging technologies to pursue in the coming <br />years. <br />In September 2017, Mayor Pauline Russo Cutter and Assistant City Manager Jeff Kay attended <br />Page 1 City of San Leandro Printed on 10/10/2017 <br />169
