City Council Handbook | 2017 <br /> <br /> <br />47 San Leandro City Council <br /> <br />RECREATION AND PARKS COMMISSION <br /> <br />Description of Board Duties: <br />The Commission shall: <br /> <br />(a) Recommend policies for the management and improvement of all property <br />used for recreational purposes by the City; <br /> <br />(b) Recommend plans for the future development of the recreation program to <br />meet the needs of the City; <br /> <br />(c) Interpret the City’s recreation programs and plans to the people; <br /> <br />(d) Advise the Council on all matters concerning the cultural state of the City; <br /> <br />(e) Report to the Council the cultural needs of the City; <br /> <br />(f) Recommend to the Council the means for fulfilling the cultural needs of the <br />City; <br /> <br />(g) Provide liaison between the council and all cultural organizations operating <br />within the local community; <br /> <br />(h) Coordinate cultural activities within the City; <br /> <br />(i) Devise and recommend to the Council implementation of procedures for <br />establishing and maintaining appropriate relationships with non-local cultural <br />organizations; <br /> <br />(j) Assist all cultural organizations operating within the local community to <br />develop a high level of community participation in cultural endeavors and <br />activities; <br /> <br />(k) Study proposed programs and proposed budgets of cultural organizations <br />making requests of the City and recommend Council approval or disapproval <br />of any proposed program or budget for which City funds are requested. No <br />such program or budget involving City assistance or City funding, or the use of <br />City property, shall be implemented without approval of the Council. <br /> <br />(l) Conduct periodic audits of Council-approved programs and budgets and <br />report to the Council on the implementation of such programs and <br />expenditures of City funds therefor; <br />85
