File Number: 17-673 <br />Decades ago, a below-ground sludge transfer line failed in the WPCP, and a temporary <br />above-ground line was installed to replace it. The temporary line is well beyond its useful life and <br />is located in an inconvenient location. This project will replace and relocate this temporary line to <br />below grade. <br />In two locations, there are existing pipes that extend above ground intruding into space that is <br />used for vehicle access in the WPCP. Because there is an upcoming pavement replacement <br />project, this is the most cost-effective time to relocate, replace and remove this piping and allow <br />unfettered access by large vehicles in these locations. <br />Analysis <br />The Water Pollution Control Plant provides a necessary service to the residents of the City of San <br />Leandro. This project will provide needed improvement to the infrastructure of the WPCP, and <br />while a small portion of this project is to improve access and appearance, staff believes those <br />specific upgrades will improve WPCP efficiency. <br />If the WPCP infrastructure were to fail, the cost of temporary facilities would be significant. And <br />because there is a project in place to replace the affected areas of asphalt paving in the WPCP, <br />this project will be completed in the most economical way. <br />Current Agency Policies <br />·City Council Goal: Maintain and enhance San Leandro’s infrastructure <br />. <br />Environmental Review <br />This project is determined to be exempt under the CEQA Guidelines Section 15302, <br />Replacement or Reconstruction. <br />Fiscal Impacts <br />This project will cost the City $91,818.00 plus any minor reasonable changes due to unforeseen <br />conditions. The Water Pollution Control Plant’s existing Enterprise Fund budgets will cover these <br />costs. <br />Budget Authority <br />This project was approved and funded in the 2016-17 in account 593-51-002-5240 for <br />$85,000.00 and was carried over into 2017-18 for this project.
