File Number: 17-727 <br />Use of Funds <br />Funds shall be used for site acquisition and/or construction of the Parrott Street Apartments. <br />Affordability Restrictions <br />The 62-unit Parrott Street Apartments will provide 22 studios, 22 one-bedroom apartments, and <br />18 two-bedroom apartments. Fifty-seven of the 62 units will target low and very low income <br />households making between 30% and 60% of the area median income and will remain affordable <br />for 55 years under a regulatory agreement with the City. Five (5) of the 62 units will not be income <br />restricted: one will be for the on-site property manager and four (4) will be reserved for 4 renter <br />households who are currently living in existing rental housing on the site in case they do not qualify <br />as lower income (see “Anti-Displacement Efforts” section below). The building will be five-stories <br />with a community room, a computer learning center, outdoor courtyard with resident vegetable <br />gardens, management office, on-site residential services, on-site laundry facilities, covered <br />bicycle storage, and a live in property manager’s unit. <br />Anti-Displacement Efforts <br />There are four occupied rental units on the project site. Eden is committed to ensuring that they <br />are not permanently displaced. Under the regulatory agreement with the City, Eden is required to <br />give all four renter households first priority of the restricted or non-restricted units. Eden will also <br />pay for their temporary relocation during construction. <br />Applicable General Plan Policies <br />Community Standards <br />Goal LU-1: Maintain stable, safe, and attractive neighborhoods. <br />Policy LU-1.9: Multi-Family Housing Upkeep. <br />Maintain and enforce high standards of property upkeep for existing and new multi-family rental <br />housing development. <br />Action LU-1.9A: Conditions of Approval. <br />Use the development review process to establish conditions of approval for new or <br />refurbished multi-family housing development that ensures an ongoing commitment to <br />maintenance once construction work is completed. Establish appropriate fines, penalties, <br />and corrective measures in the event conditions are not being met. <br />Action LU-1.9B: Maintenance of Rental Properties. <br />Pursue ordinance revisions and incentives to ensure that landlords are held accountable <br />for the appearance, maintenance, and safety of rental properties, including yard areas and <br />structures. <br />Neighborhood Character <br />Goal LU-2: Preserve and enhance the distinct identities of San Leandro neighborhoods. <br />Policy LU-2.7: Location of Future Multi-Family Development. <br />Page 4 City of San Leandro Printed on 1/2/2018 <br />9
