City of San Leandro <br />Meeting Date: January 8, 2018 <br />Staff Report <br />Agenda Section:File Number:17-731 BUSINESS ITEMS <br />Agenda Number: <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Cynthia Battenberg <br />Community Development Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:RESOLUTION of the City Council of the City of San Leandro Authorizing the City <br />Manager to Submit an Application for the Affordable Housing and Sustainable <br />Communities Program <br />WHEREAS, Eden Housing, a nonprofit housing developer, is proposing to develop a <br />62-unit affordable rental housing project located at 1604 and 1642 San Leandro Boulevard (the <br />“Project”); and <br />WHEREAS, in order to make the Project financially feasible, Eden Housing is leveraging <br />various funding sources, including funding from the City; and <br />WHEREAS, the State of California, the Strategic Growth Council and the Department of <br />Housing and Community Development (“Department”) have issued a Notice of Funding <br />Availability dated October 2, 2017 (“NOFA”), under the Affordable Housing and Sustainable <br />Communities (“AHSC”) Program established under Division 44, Part 1 of the Public Resources <br />Code commencing with Section 75200; and <br />WHEREAS, the City of San Leandro (“City”) desires to apply for AHSC Program funds <br />and submit the application package released by the Department for the AHSC Program; and <br />WHEREAS, the Strategic Growth Council is authorized to approve funding allocations for <br />the AHSC Program, subject to the terms and conditions of the Notice of Funding Availability, <br />program guidelines, application package, and standard agreement, and the Department is <br />authorized to administer the approved funding allocations of the AHSC Program; and <br />WHEREAS, the City intends to apply for AHSC Program funds as a joint applicant with <br />Eden Housing, and has been working closely with Eden Housing, Enterprise Community <br />Partners, and AC Transit to develop a competitive AHSC Program application; and <br />Page 1 City of San Leandro Printed on 1/2/2018 <br />77
