File Number: 17-727 <br />The Parrott Street Apartment multi-family residential building is categorically exempt from the <br />California Environmental Quality Act (CEQA) per Guideline Article 19, Categorical Exemption, <br />Section15332, In-Fill Development Projects. <br />Board/Commission Review and Actions <br />On January 4, 2018, the Board of Zoning Adjustments will consider Site Plan Review approval for <br />the Parrott Street Apartments. The outcome of this meeting is not available as of the writing of this <br />staff report. If there are any significant items to report on this meeting it will be presented by staff <br />at the January 8th San Leandro City Council meeting when this item is considered. <br />Summary of Public Outreach Efforts <br />Eden outreached to and held a neighborhood meeting to present the Parrott Street Apartments <br />proposal in June 2017 and five people attended. Also, property owners within 500 feet of the <br />project site were notified of the January 4 Board of Zoning Adjustments meeting. <br />Legal Analysis <br />This staff report and related agreements and documents have been reviewed and approved by <br />the City Attorney’s Office. <br />Fiscal Impacts <br />The City currently has a balance of approximately $1,300,000 in unencumbered Housing <br />Successor Funds (Fund 168). These funds consist of repayments from the former <br />Redevelopment Agency Housing Set-Aside Fund loans (such as the down payment assistance <br />and owner-occupied housing rehabilitation loan programs as well as prior development loans to <br />nonprofit developers). The use of these funds are designated specifically for affordable housing <br />activities, such as affordable rental housing developments.
