61 <br /> <br />Strengthening Workshop, materials used for retrofitting are provided for a number of <br />lucky homeowners chosen through a drawing. <br />By taking similar steps, communities across the country are duplicating San Leandro's <br />efforts to establish their own community-based, home seismic retrofitting programs. San <br />Leandro's program is one of the most extensive of its kind ever developed. With the help <br />of private industry, it encourages all homeowners to protect their investment, protect <br />their family and protect their future as quickly and efficiently as possible. <br /> <br />4.5 EMERGENCY OPERATIONS PLAN <br /> <br />In compliance with the State of California Emergency Services Act, Chapter 7 of Division 1 <br />of Title 2 of the Government Code, the City of San Leandro has an emergency plan that is <br />based on the State Emergency Management System and addresses all of the requirements <br />of the law to safely respond to emergencies and to protect life, property and the <br />environment. The City of San Leandro employees a full time Emergency Services <br />Specialist (ESS) who coordinates the activities of all City agencies relating to planning, <br />preparation and implementation of the City's Emergency Operations Plan. The City’s <br />ESS also supports the coordination of response efforts with San Leandro’s Police, Fire <br />and other first responders in the City's Emergency Operations Center (EOC) to ensure <br />maximum results for responders by providing up-to-date public information and <br />ensuring coordinated resource management during a crisis. Additionally, the ESS <br />coordinates with the Alameda County Operational Area and other partner agencies to <br />guarantee the seamless integration of federal, state and private resources into local <br />response and recovery operations. <br /> <br />The City of San Leandro continues to make forward progress in comprehensive <br />emergency management planning through the development of previously adopted <br />federal and state-compliant Local Hazard Mitigation Plans (LHMP), and Emergency <br />Operations Plan (EOP). The 2005-2015 LHMP assisted in the mitigation of future <br />disasters by identifying risk vulnerabilities and measures to alleviate the impact of <br />hazards. The EOP is an all-hazards emergency preparedness, response and short- <br />term recovery plan designed to: serve as a basis for effective response to any hazard <br />threatening San Leandro using capabilities for the protection of citizens from the <br />effects of disasters; facilitate the integration of mitigation in response and recovery <br />activities; and facilitate coordination with cooperating private or volunteer <br />organizations and County, State and Federal government in disaster situations. <br /> <br />Each emergency plan follows the principles and processes outline in the National <br />Incident Management System (NIMS), California Standardized Emergency <br />Management System (SEMS), and the Incident Command System (ICS).
