62 <br /> <br />disasters regardless of their cause, size, location or complexity across all phases of <br />emergency management: preparedness, response, recovery and mitigation. <br /> <br /> <br />4.5.1 TRAINING AND EXERCISE <br /> <br />The Emergency Services Specialist is responsible for training and exercise planning <br />for City employees that incorporates and complies with the Standard Emergency <br />Management (SEMS), National Incident Management Systems (NIMS) and EOC <br />Incident Command System (ICS). <br /> <br /> <br />4.5.2 EMERGENCY OPERATIONS CENTER <br /> <br />The ESS is tasked with maintenance of the Emergency Operations Center (EOC). <br />In 2017, the EOC was outfitted with new laptop computers and a virtual operating <br />system that allows information to funnel into the EOC from the field, permits those <br />employees who aren’t able to respond to the EOC to connect virtually, and promotes <br />interoperability with mutual aid partners. <br /> <br /> <br />4.5.3 MASS NOTIFICATION SYSTEM <br />The City of San Leandro uses various mass notification systems to communicate <br />important and concise information and instructions to San Leandro employees, <br />residents, visitors and businesses including the type of incident and instructions or <br />actions to take to remain safe. <br /> <br />4.5.4 DISASTER COUNCIL <br />The City of San Leandro’s Disaster Council is an executive-level advisory body <br />established to facilitate the development and implementation of policies, programs <br />and plans that protect persons and property within San Leandro during times of <br />emergencies and disasters. The Council membership consists of the Mayor (chair), <br />City Administrator (vice chair), Emergency Services Specialist (secretary), city <br />agency, department or division heads and representatives from the general public, <br />businesses, civic and community organizations, local agencies, utilities, and <br />neighboring cities. <br /> <br />4.5.5 COMMUNITY EMERGENCY RESPONSE TEAM C.E.R.T <br />The newly created San Leandro C.E.R.T Community Emergency Response Team is a free <br />emergency preparedness and disaster response training program for individuals, <br />neighborhood groups and community based organizations in San Leandro.
