63 <br /> <br />self-reliance skills and helps neighborhoods establish response teams to take care of the <br />neighborhood until professional emergency personnel arrive. <br /> <br />4.6 HAZARDOUS MATERIALS PLAN <br /> <br />The City of San Leandro is the administering agency for Health and Safety Code Division <br />20, Chapter 6.95, Article 1 which mandates that the administering agency develop and <br />maintain an Area Plan which describes the jurisdiction’s plan for the prevention of, <br />preparation for and response to hazardous materials incidents and threatened incidents. <br />The City entered into a contract with the Alameda County Fire Department (ACFD) for fire <br />and hazardous materials services on July 1, 1995 and is the primary and first emergency <br />responder for the control of hazardous materials incidents in the city of San Leandro. <br />The area plan and its components were based upon the nature of the community, the <br />businesses located in it, the transportation routes traversing it, and the resources <br />available for addressing hazardous materials issues. The information contained in the <br />Hazardous Materials Business Plans and the Risk Management Plans was utilized in this <br />process. <br />The plan contains the following sections: purpose and objectives, administration, agency <br />coordination and other plans, planning and the community right to know, reporting and <br />notification, finance and cost recovery, communication, training, supplies and equipment, <br />emergency response procedures, post incident analysis and follow-up, incident <br />investigation, medial interface, and baseline medical monitoring. <br /> <br />4.7 PREVIOSLY IMPLEMENTED MITIGATION STRATEGIES <br />There are a number of hazard-reduction and mitigation measures San Leandro has <br />accomplished in the years 2005- 2015.
