86 ~ CiTY OF SAN LEANDRO BiCYCLE & PEDESTRiAN MASTER PLAN <br />WASHINGTON AVENUE CLASS IV STUDY <br />Another important cross-town connector is Washington Avenue. This segment <br />(between 139th and West Estudillo) of Washington Avenue is constrained for <br />multiple reasons. North of 139th Avenue, Washington Avenue tunnels under <br />Union Pacific railroad tracks (the same tracks that would be part of the East <br />Bay Greenway). This tunnel does not have any bicycle or pedestrian facilities. <br />Additionally, pedestrian and bicyclists are forbidden from using the tunnel in <br />San Leandro’s Municipal Code (Section 6-5-215); the only such ban in the Code. <br />Providing a safe and efficient route for pedestrians and bicyclists to bypass the <br />tunnel should be studied to improve connections within the area. Given the <br />uncertainty with a timeline for the completion of East Bay Greenway, finding <br />an interim solution for pedestrians and bicyclists to cross the area would close <br />an important gap with both the pedestrian and bicycle network. <br />North of the tunnel, Washington Avenue is primarily a two-lane roadway <br />with one travel lane and parking lane in each direction and is Class iii bicycle <br />route with sharrows. While this segment of Washington may be too narrow <br />to be enhanced with bicycle lanes, there is potential for additional Class iii <br />improvements; possibly creating a bicycle boulevard. <br />After Washington Avenue Crosses West Juana Avenue, Washington <br />runs through and terminates in the shopping center parking lot. Bicycle <br />enhancements in this segment of Washington can be very useful for improving <br />bicycle access to and through the shopping center and Downtown San Leandro. <br />ESTUDILLO AVENUE CLASS IV STUDY <br />Estudillo Avenue is a critical east-west street, connecting the eastern parts of <br />San Leandro to downtown. Estudillo Avenue is primarily fronted by low-density <br />residential uses with pockets of commercial. Bancroft Middle School and one <br />of San Leandro's libraries also has frontage along the corridor. For San Leandro <br />residents, Estudillo Avenue is also the primary access route for entry to Lake <br />Chabot Park. There are currently Class ii bicycle lanes along Estudillo Avenue. <br />in the San Leandro Creek Master Plan, Estudillo Avenue was recommended to <br />be enhanced with Class iv separated bikeways. With limited available roadway <br />width, further study is necessary to understand the trade-offs that would have <br />to be made to accommodate these separated bikeways. <br />The Washington Avenue tunnel and adjacent area.
