46 ~ CiTY OF SAN LEANDRO BiCYCLE & PEDESTRiAN MASTER PLAN <br />Bicycle Facilities <br />Bicycle facilities include bikeway treatments, bicycle parking, self-repair <br />stations, and signage. These elements are described below with additional <br />design detail included in the Bicycle and Pedestrian Design Guidelines. This <br />discussion includes what is currently in use in San Leandro and other options <br />that may be utilized during implementation of the Plan. <br />Bikeway Treatments <br />Bikeway planning and design in California typically relies on the guidelines <br />and design standards established by Caltrans as documented in “Chapter <br />1000: Bikeway Planning and Design” of the Highway Design Manual (2016) <br />and Part 9 of the Manual of Uniform Control Devices (CA MUTCD 2014). in <br />2015, Caltrans published Design information Bulletin Number 89 (DiB 89). <br />DiB 89 provides official guidance for Class iv Separated Bikeways. These <br />documents follow standards developed by the American Association of State <br />Highway and Transportation Officials (AASHTO), National Association of City <br />Transportation Officials (NACTO), and the Federal Highway Administration <br />(FHWA), and identify specific design standards for various conditions and <br />bikeway-to-roadway relationships. <br />NACTO recently released "Designing for All Ages and Abilities," a guide that <br />outlines bikeway treatments that would be considered for riders of all ages and <br />abilities. As San Leandro strives to create an "All Ages and Abilities Network," <br />referencing this guide as it designs future bikeways will help ensure that these <br />facilities serve an array of bicyclists. <br />This 2018 Plan update did not include an update to San Leandro's Bicycle <br />and Pedestrian Design Guidelines. The Alameda County Transportation <br />Commission's Design Guidelines for Central Alameda County provides more <br />up-to-date guidelines and best practices that San Leandro should reference. <br />Bicycle facilities in San Leandro fall into the following four types which are <br />illustrated on the following pages. <br />184
