Each update to the network should strive to limit and close gaps <br />wherever feasible. <br />Connection of Employment Centers: Downtown, business parks, major retail, <br />and other employment centers should be accessible from all neighborhoods by <br />a reasonably direct system. <br />Connection of Schools, Libraries, Parks, commercial/retail areas, and transit <br />centers: Schools, libraries, and parks should be connected to surrounding <br />residential neighborhoods by bikeways. While not serving every residential <br />street, the bikeway system should serve as feeder routes where special safety <br />features can be provided at busy intersections. Additionally, the bicycle <br />network should provide connections to other activity generators including <br />commercial/retail areas, and transit centers such as the City’s two BART <br />stations. <br />Connection to Regional Bikeways: The bikeway system should allow <br />continuous access to potential regional bikeway routes and routes in adjacent <br />communities, such as the Bay Trail and East Bay Greenway. <br />Suitability of Bikeway Type: The characteristics of a roadway determine <br />whether that roadway is suitable for inclusion in the network and, if so, <br />what type of facility should be prescribed. Roadway width is a key factor in <br />determining what bicycling improvements can be made. Roadways should also <br />be assessed by traffic speed, volume of car and truck traffic, and roadway <br />hazards. The ages, comfort level, and skill levels of expected bicyclists should <br />be considered. Recommended bikeway cross-sections are illustrated in the <br />San Leandro Bicycle and Pedestrian Design Guidelines. <br />PROPOSED NETWORK <br />The proposed bikeway network is illustrated on Figures 16-21. The proposed <br />system includes a total of 37 miles of new bikeway facilities in addition to the <br />43.4 miles currently in place. Specific improvements will be defined during <br />the design phase for each project following the standards set forth in the San <br />Leandro Bicycle and Pedestrian Design Guidelines. Table 6 shows the number <br />of existing and proposed miles for each bikeway classification. in addition <br />to the bicycle network, spot location improvements and bicycle parking <br />improvements are recommended and discussed below. <br />Each bikeway was further divided into segments, as needed, to describe the <br />different roadway characteristics and recommended improvements.
