In the 2015-2019 Consolidated 5-Year planning period, as of the 2017 <br />program year, there has been a 5% increase since the 2015 program year. If this analysis is done over a <br />10 year period from the 2007 program year to the 2017 program year CDBG funds have decreased <br />overall by 12% (note that these amounts have not been adjusted for the current year dollar value). <br /> <br />27
