These funds will be used to remove 3,500 tons of <br />wet sludge from WPCP drying beds in preparation for solar panel installation. <br />Staff additionally recommends City Council adopt a Resolution authorizing the City Manager to <br />execute a Non-Professional Services Agreement with Synagro-WWT, Inc. for the Sludge Haul <br />2017-18 project. <br /> <br />The above project was competitively bid, with the low bid submitted by Synagro-WWT, Inc. in the <br />amount of $136,115. <br />BACKGROUND <br />The WPCP regularly removes 15% solids concentration sludge from the digesters and places it <br />in the drying beds. During the winter, sludge does not have an opportunity to dry, and is also <br />exposed to rainfall, increasing water content. Drying usually occurs during the warm weather <br />months from April to August, and the dried biosolids are stacked for off-haul and disposal the <br />following year. <br />This year, the WPCP needs to prepare to lose four drying beds to the solar panel project, and wet <br />sludge needs to be hauled off by May in order to prepare for the installation. <br />Page 1 City of San Leandro Printed on 3/27/2018 <br />63
