File Number: 18-129 <br />Analysis <br />To keep the costs economical, the WPCP needs all of its drying beds to adequately dry biosolids <br />prior to hauling. Wet sludge is much more expensive to haul as it is several times heavier, as well <br />as of greater volume than dried biosolids due to the higher water content. This greatly increases <br />the cost and number of truckloads required to remove the product. <br />Current Agency Policies <br />N/A <br />Previous Actions <br />·Resolution 2017-161 authorizing the City Manager to execute an agreement with the <br />California Energy Commission to construct a one-megawatt solar array project with <br />associated energy efficiency upgrades at the WPCP. <br />Environmental Review <br />N/A <br />Fiscal Impacts <br />This project will cost the City $136,115 plus any minor reasonable changes due to unforeseen <br />conditions. The requested appropriation will cover these costs. <br />Budget Authority <br />The total fiscal year 2017-18 cost to remove the wet sludge in preparation for the solar panel <br />installation will be $136,115. Staff is requesting City Council approval to appropriate $136,115 <br />from the Water Pollution Control Plant Enterprise fund balance reserve to account <br />593-51-002-5190 to cover these costs for this fiscal year only.
