File Number: 18-129
Analysis
To keep the costs economical, the WPCP needs all of its drying beds to adequately dry biosolids
prior to hauling. Wet sludge is much more expensive to haul as it is several times heavier, as well
as of greater volume than dried biosolids due to the higher water content. This greatly increases
the cost and number of truckloads required to remove the product.
Current Agency Policies
N/A
Previous Actions
·Resolution 2017-161 authorizing the City Manager to execute an agreement with the
California Energy Commission to construct a one-megawatt solar array project with
associated energy efficiency upgrades at the WPCP.
Environmental Review
N/A
Fiscal Impacts
This project will cost the City $136,115 plus any minor reasonable changes due to unforeseen
conditions. The requested appropriation will cover these costs.
Budget Authority
The total fiscal year 2017-18 cost to remove the wet sludge in preparation for the solar panel
installation will be $136,115. Staff is requesting City Council approval to appropriate $136,115
from the Water Pollution Control Plant Enterprise fund balance reserve to account
593-51-002-5190 to cover these costs for this fiscal year only. An additional appropriation will be
requested to remove sludge next fiscal year.
Attachment(s) to Related Legislative Files
Attached to Resolution:
o Non-Professional Services Agreement between the City of San Leandro and
Synagro-WWT, Inc. for $136,115 for the Water Pollution Control Plant Sludge Haul 2017-
18
PREPARED BY: Judy Walker, Acting Plant Manager, Water Pollution Control Division,
Public Works Department
Page 2 City of San Leandro Printed on 3/27/2018
64
