City of San Leandro <br />Meeting Date: April 2, 2018 <br />Resolution - Council <br />Agenda Section:File Number:18-130 CONSENT CALENDAR <br />Agenda Number: <br />TO:City Council <br />FROM:Jeff Kay <br />Interim City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:RESOLUTION Authorizing the Appropriation of the Water Pollution Control Plant <br />Enterprise Fund Balance Reserve in the Amount of $136,115 for the Purpose of <br />Hauling Wet Sludge to Prepare Drying Beds for Solar Panel Installation and <br />Authorizing the City Manager to Execute a Non-Professional Services <br />Agreement with Synagro-WWT, Inc, in the amount not to exceed $136,115 for the <br />Water Pollution Control Plant (WPCP) Sludge Haul 2017-18 Project <br />WHEREAS, the City Council approved a solar installation project at the WPCP when it <br />adopted Resolution 2017-161; and <br />WHEREAS, City staff requests that the City Council appropriate enterprise funds for the <br />purpose of preparing drying beds for solar panel installation by removing 3,500 tons of wet <br />sludge; and <br />WHEREAS, City staff sought competitive bids for the removal of 3,500 tons of wet sludge <br />from the WPCP and the lowest bidder was Synagro-WWT, Inc., with a bid of $136,115; and <br />WHEREAS, an agreement between the City of San Leandro and Synagro-WWT, Inc., a <br />copy of which is attached hereto and incorporated herein by reference, was presented to the City <br />Council; and <br />WHEREAS, the City Council is familiar with the contents thereof and desires to award a <br />contract to Synagro for removal of 3,500 tons of wet sludge; and <br />WHEREAS, the City Manager recommends approval of said agreement. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br />1. That for fiscal year 2017-18 an appropriation of funds be made from the WPCP Fund <br />balance reserve in the amount of $136,115 to account 593-51-002-5190; and <br />2. That the expenditure of these funds to pay for removal of sludge at the WPCP is <br />authorized; and <br />3.
