As shown in the table, without the project the intersection of Alvarado <br />Street and Montague Avenue is projected to operate at LOS F during the A.M. peak hour and LOS E <br />during the P.M. peak hour. Total control delay <br />for the worst movement is presented for side-street stop – controlled intersections. <br />2 Change in delay between Cumulative and Cumulative plus Project Conditions. <br />Bold text indicates intersection operates at a deficient Level of Service. <br />Source: TJKM Traffic Impact Study 2017 <br />As shown in the table, under this scenario, all the intersections would operate within City of San <br />Leandro standards of LOS D or better during the A.M. and P.M. peak hours except for the <br />unsignalized intersection of Alvarado Street and Montague Avenue, which would operate at LOS F <br />during the A.M. peak hour and LOS E during the P.M. peak hour with the proposed project (Table <br />24). <br />The most impacted movement for this side-street stop controlled intersection is the eastbound <br />approach with 391.5 seconds of delay (LOS F) in the A.M. peak hour. During the A.M. peak hour, the <br />projected volume is 28 vehicles on the eastbound approach. Therefore, the LOS F operations would <br />only be experienced by those 28 vehicles. None of these 28 vehicles are generated by the proposed <br />project. The project-generated traffic on Alvarado Street would increase the delay for side street <br />motorists from 319.5 seconds to 362.5 seconds. The major street (Alvarado Street) volumes are high <br />on both approaches. On the minor street (Montague Avenue), there are very few acceptable gaps <br />during the morning peak. In particular, vehicles making eastbound left turns experience long wait <br />times. Therefore, the LOS F operations only apply to the Montague Avenue eastbound approach. If <br />this were a signalized intersection, the standard practice would be to report the average delay for all <br />385
