Ahern to renew the Agreement for <br />Participation in the Alameda County Operational Area Emergency Management Organization. The City <br />Manager recommends that the City Council adopt the agreement by resolution. <br />BACKGROUND & ANALYSIS <br />In 1995, the City of San Leandro first entered into a multi-agency agreement to participate in the <br />Alameda County Operational Area Emergency Management Organization, which was renewed by the <br />City in June 2005. The organization was formed to comply with the California Emergency Services Act <br />following the 1991 East Bay Hills firestorm. The Act mandated that an operational area be established in <br />every California County to function as a conduit for disaster intelligence between state and local levels, <br />and to coordinate requests from cities and special agencies for emergency resources outside their <br />jurisdictions, for any incident involving a declared local emergency. San Leandro’s local operational area <br />is designated as part of the Alameda County Office of Emergency Services (OES). This is now a <br />standardized practice throughout the State and serves to facilitate mutual aid among public agencies <br />following large scale disasters and emergencies. <br />The 2005 agreement with Alameda County has now expired. Sherriff Gregory J. Ahern is therefore <br />asking all participating agencies to adopt a new agreement, a standardized template that was approved <br />by the Alameda County Board of Supervisors. The attached draft agreement is consistent with that <br />template and others that are being adopted by local agencies throughout Alameda County. <br />The agreement calls for the City Manager to provide in writing to the Office of Emergency Services the <br />titles of three persons who will be trained in the policies and procedures of the Office of Emergency <br />Services so they may represent the City of San Leandro at the Alameda County Operational Area <br />Emergency Management Organization level. <br />Page 1 City of San Leandro Printed on 5/30/2018 <br />133
