City of San Leandro <br />Meeting Date: June 4, 2018 <br />Resolution - Council <br />Agenda Section:File Number:18-275 CONSENT CALENDAR <br />Agenda Number: <br />TO:City Council <br />FROM:Jeff Kay <br />Interim City Manager <br />BY:Jeff Kay <br />Interim City Manager <br />FINANCE REVIEW:Not Applicable <br />TITLE:RESOLUTION of the City Council for the City of San Leandro to Approve an <br />Agreement to Participate in the Alameda County Operational Area Emergency <br />Management Organization <br />WHEREAS, the potential for a major emergency due to natural or human-caused disaster <br />highlights the need for all government entities within Alameda County to be prepared to share <br />resources and information among themselves as well as with the State of California in order to <br />protect public health, safety and welfare; and <br />WHEREAS, greater efficiency in disaster preparedness, response, recovery, and <br />mitigation can be achieved by joining the efforts of the County of Alameda, other cities, special <br />districts, and other public benefit non-profit organizations together in pre-disaster agreements; <br />and <br />WHEREAS, the California Emergency Services Act makes reference to the “operational <br />area” and defines it as “an intermediate level of state emergency services organization” created <br />to perform extraordinary functions for local governments within a county area, such as <br />strengthening mutual coordination, providing a focal point and conduit for disaster information, <br />and assisting in the efficient management of resources; and <br />WHEREAS, the San Leandro City Council adopted Resolution 2005-101 in July 2005 <br />agreeing to participate in the Alameda County Operational Area Management Organization, and <br />since that time said agreement has expired. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br />1. That the City of San Leandro hereby adopts the Agreement for Participation in the Alameda <br />County Operational Area Emergency Management Organization as it was approved by the <br />Alameda County Board of Supervisors in May 2016. <br />Page 1 City of San Leandro Printed on 5/30/2018 <br />135
