City of San Leandro <br />Meeting Date: July 16, 2018 <br />Staff Report <br />Agenda Section:File Number:18-364 ACTION ITEMS <br />Agenda Number:10.D. <br />TO:City Council <br />FROM:Jeff Kay <br />Acting City Manager <br />BY:Rich Pio Roda <br />City Attorney <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution to Reestablish the Employment Agreement for <br />Interim City Manager <br />SUMMARY AND RECOMMENDATIONS <br />Reestablish the Interim City Manager agreement with Jeff Kay. <br />BACKGROUND <br />On February 20, 2018, the City Council approved an Interim City Manager employment <br />agreement with Assistant City Manager Jeff Kay when City Manager Chris Zapata was on <br />administrative leave from January 23 through June 4, 2018. Mr. Kay returned to his Assistant City <br />Manager position on June 5, until July 10, 2018. <br />Upon the separation of City Manager Chris Zapata, the City Council desires to re-employ Jeff <br />Kay as the Interim City Manager, to fulfill all of the duties of the City Manager as required by the <br />Charter and Municipal Code. Effective July 11, 2018, the City desires to reestablish the terms of <br />the Interim City Manager employment agreement that was previously in effect. <br />The agreement will pay Mr. Kay a salary 15% above his current step as Assistant City Manager <br />as shown in the City Council adopted salary schedule for the San Leandro Management <br />Organization; his new salary will be $20,364 per month. <br />Previous Actions <br />·Resolution 2018-015 <br />PREPARED BY: Emily Hung, Human Resources Manager and Richard D.
