File Number: 18-398 <br />·Transportation Goal T-7 Improve traffic safety and reduce the potential for collisions on San <br />Leandro streets <br />Environmental Review <br />This project is determined Categorically Exempt under 15303(c) of the California Environmental <br />Quality Act (CEQA). The Notice of Exemption was filed with the Alameda County Recorder on <br />May 29, 2015. <br />This project is determined to qualify for a Categorical Exclusion under Section 23 CFR <br />771.117(d) of the National Environmental Policy Act (NEPA). <br />Summary of Public Outreach Efforts <br />·The Notice to Bidders was published in the Daily Review, the South County Post, Visión <br />Hispana and the World Journal. <br />·Staff also notified twenty-one builders’ exchanges and construction data firms as well as a list <br />of contractors that asked to be notified of bidding opportunities via email. <br />·The project is described on the Engineering and Transportation Department website. <br />·City staff discussed the project from concept through design at the Bicycle and Pedestrian <br />Advisory Committee (BPAC) meetings on June 14, 2011; November 14, 2012; November 13, <br />2013; April 29, 2014; November 17, 2015; April 27, 2016; and November 9, 2016. <br />Fiscal Impacts <br />The total cost of the Bancroft-Sybil Intersection Improvements Project was $567,000, which <br />included design, construction management, inspection, and construction of the improvements. <br />The actual costs were less than the original $580,000 estimate reported to City Council on July <br />17, 2017. While all grant funds and Measure B funds assigned to the project were used, a <br />portion of the DFSI funds appropriated for the work were unused and will be returned to fund <br />balance. <br />A summary of the construction contract with W.
