<br /> 129 <br />SAN LEANDRO IMPLEMENTATION PLAN – NEXT STEPS <br /> <br />The recommended steps to implementing the Broadband Master Plan within the City are <br />provided below. <br /> <br />1. Review and Adopt the Broadband Master Plan <br />2. Finalize Strategy, Budgets and Timelines <br />3. Inventory Existing Assets <br />4. Design Engineering of the Outside Plant <br />5. Develop and Issue an RFP for Construction and Project Management <br />6. Engineer Operational Support Systems <br />7. Develop and Issue an RFP for O&M Contract <br /> <br />As the City continues to make progress in bringing this project to fruition, there are a <br />number of key tasks to consider that will validate the project’s cost structures and will <br />assist the City in planning for how these assets will be constructed and utilized. <br /> <br />The City should take the following next steps outlined below. <br /> <br />Review and Adopt the City of San Leandro’s Broadband Master Plan <br />City Management and elected leaders must have the opportunity to review, comment, <br />and provide direction on this Broadband Master Plan. The roadmap outlined in this <br />document requires funding and resources and should be vetted in this manner. <br />Construction and ownership of broadband infrastructure at this proposed scale will <br />include a major expansion of the existing conduit and fiber as outlined herein. The City <br />should designate this broadband effort as a City program, and it should be funded and <br />structured just like any other City enterprise. <br /> <br />Finalize Staging, Budgets, Timelines, and Develop Implementation Plan <br />City leadership will have to determine when funding can be committed to begin <br />construction of the network as outlined in this Plan. Before actual timelines are <br />identified, City leadership must provide details as to how and when this program will be <br />incorporated into the City’s overall plan and budget. <br />• Review funding requirements <br />• Develop budget and funding requests for project funding <br />• Develop implementation plan with project timelines, including all procurement <br />timelines and tasks <br /> <br /> Inventory Existing Broadband Assets <br />The City must audit existing conduit. There are some existing conduits that are suitable <br />for new fiber. These assets should be viewed as City communications assets and utilized <br />where possible.
