<br /> 130 <br /> <br />Design Engineering of Outside Plant <br />Once existing assets have been identified and inventoried, the City should move forward <br />with design/engineering of the existing assets, conduits, and Phase 2 deployment, <br />including all backbone routes and facilities. During the design/engineering process, <br />actual routes will be solidified, engineers’ estimates will be developed, and project costs <br />can be refined. <br />Conceptual route design as conducted in this Plan are meant to provide capital cost <br />ranges or estimates based on potential routes. An actual design will provide a <br />construction ready design document with supporting levels of detail to move the project <br />directly into Year 1 construction. With these new estimates, the City will be able to <br />update the financial model that has been developed through this Plan, and continually <br />refine the strategic goals and direction of the project. <br />A full design engineering package of the proposed outside plant will allow the City to <br />prepare to release an RFP for construction of the initial network routes. A design <br />engineering timeline for the initial project should be completed within a three to four- <br />month time period. <br />The City’s Broadband Master Plan (this document) and its accompanying financials <br />should be updated and revised regularly as major project events take place allowing the <br />City to continue to capture true costs. <br /> Issue RFP and Select Construction Firm to Begin Construction <br />Upon completion of OSP design-engineering, the City would issue an RFP for the multi- <br />year construction schedule of the proposed network infrastructure. The RFP would <br />include all specifications and requirements of the OSP design-engineering deliverable; <br />maps including all fiber routes and other network facilities; compliance and bonding <br />requirements of the selected contractor; previous experience and references for similar <br />OSP construction projects; and detailed requirements on the OSP documentation and <br />modeling in the City’s GIS or selected fiber management system. <br />The RFP should be released per California Procurement guidelines, with a 30-day <br />response window to allow for scheduled site visits and thorough responses. A <br />respondent should be selected based on predetermined weighting criteria, and a <br />contract negotiated to follow the City’s 10-year construction schedule. A project <br />manager should be assigned to oversee the project and report status updates to the <br />City. The project manager would be responsible for coordinating with the selected <br />contractor on the project schedule, lateral facility managers for building access, and <br />with relevant City departments for traffic control and right-of-way access.
