<br /> 32 | P a g e <br />City of San Leandro, CA <br />Fiber Master Plan <br />safely, while minimizing structural and financial risks. <br /> <br />Following this, a Smart City requires Data and Analysis, which are collected across <br />many disparate systems and processes and drive smart decision making. Data can be <br />shared openly, through an Open Data Policy, and used to create new services and <br />products, such as weather apps that use governmental weather data. <br /> <br />Under these broad areas, Smart City initiatives can be launched in every domain a city <br />manages. These include: Public Safety; Transportation; Broadband; Inclusion; <br />Engagement; Development; Energy Management; Waste Management; Environment; <br />and Digital Services. Individually, these initiatives can have positive benefits such as <br />increased efficiency, cost-savings, increased public safety and community engagement. <br />Collectively, they constitute a grouping of initiatives that, added up over time, multiply and <br />build upon each other. <br /> <br />Undergirding these initiatives are common infrastructure, such as telecommunication networks, datacenter servers, and data architecture. This includes the data generated <br />by these systems and the analysis of that data, which can lead to new insights, <br />knowledge, and innovation. This all requires ubiquity connectivity over fiber optics, <br />wireless, and sensor networks. <br /> <br />Finally, these common infrastructures must be made resilient and secure, both against cyber-attack and disasters. Cities must increasingly design cybersecurity into <br />their solutions and this challenge becomes even more important with the movement <br />towards Smart Cities. <br /> <br />For a built-out City like San Leandro, this entire process happens incrementally, over a <br />period of one or more decades. Funding is a major constraint and opportunities can be <br />capitalized as they arise. In addition, technology changes rapidly and some promising <br />solutions may fizzle out. This Smart City Strategy will act as a roadmap for guiding the <br />awareness, evaluation, and potential future deployment of these systems and services, <br />which collectively will transform San Leandro into a Smart City. <br /> <br />SAN LEANDRO AS A SMART CITY <br /> <br />Over the past several years San Leandro has garnered a well-deserved reputation as a <br />leading Smart City, being named a Top 10 Digital City by the Center for Digital <br />Government three years in a row10, a Top 31 Smart Communities to Watch by State <br />Scoop11, and recently winning a Smart 50 award from Smart Cities Connect12.
