<br /> 44 | P a g e <br />City of San Leandro, CA <br />Fiber Master Plan <br />Parking Management <br /> <br />In 2017, the City Council adopted a <br />wide-ranging Downtown Parking <br />Management Plan to address <br />parking availability, enforcement, <br />usage of its downtown parking <br />garage and lots and on-street <br />parking, along with identifying <br />technology solutions to support the <br />plan25. While the parking systems in <br />San Leandro are outdated (meters <br />are coin-operated, etc.) and there is <br />no centralized management system, <br />a lot of progress has been made <br />toward improving the situation, <br />shifting parking behavior among <br />residents to utilize space more <br />effectively, while offering cost- <br />effective services, such as mobile <br />payment on existing meter heads. <br /> <br />One of the primary goals of the <br />parking plan is to encourage drivers <br />to park in the garage if they require stays of longer than three hours. To enable this, new <br />technology systems are slated to manage the City garage. Telecommunications <br />infrastructure is being installed that will allow the new systems to connect to the municipal <br />telecommunications network, thereby reducing monthly cellular costs and connectivity <br />issues. <br /> <br />In the future, smart meters may one day be installed along with real-time parking and <br />directional signage. A real-time parking system can push space availability to drivers for <br />on-street parking, lots, and the garage via mobile apps. These smart parking technologies <br />can reduce the time it takes to find a space and, in turn, reduce traffic congestion and <br />lower the carbon footprint from vehicles looking for a place to park. <br /> <br />This Plan recommends that all City fiber optics, telecommunications, and IT infrastructure <br />continue to be deployed in a manner that aligns with the goals and strategies of the <br />Parking Plan and supports the technology solutions required for it to be successful. <br /> <br />25 https://www.sanleandro.org/civicax/filebank/blobdload.aspx?BlobID=28250 <br /> <br />Figure 19.
