In 2017, the Bay Fair TOD plan estimated <br />potential for over 2,500 new residential units and over 300,000 square feet of new office <br />space in the area around the Bayfair BART station. <br /> <br />Community Development <br /> <br />The Community Development Department has five divisions: Building and Safety, <br />Economic Development, Housing Services, Planning Services, and Code Enforcement. <br />The Building and Safety Division regulates and inspects private development and <br />construction throughout the City. Economic Development guides economic and business <br />assistance strategies to maintain and improve the City’s fiscal vitality. The Housing <br />Services Division administers the City’s federal Community Development Block Grant <br />(CDBG) and HOME funds to implement the City’s Consolidated Plan and Housing <br />Element. The Planning Services Division coordinates development review and land use <br />policy activities. The Code Enforcement Division works to improve the quality of life and <br />aesthetics of our community through education, cooperation, and responsive <br />enforcement of the City’s Municipal Code. <br /> <br />Interview with Community Development <br /> <br />Planning – Community Development (Cynthia Battenberg) – October 18, 2017 <br />Key Findings Opportunities & Needs <br />• City engineering/planning responsible for <br />planning/permitting for macro cell towers. <br />• No condition of approval requiring <br />broadband. <br />• Current (busy) workload resulting in limited <br />time to strategize about projects. <br />• The City has dedicated staff that focuses on <br />outreach to community, brokers, business <br />owners, builders and attending conferences <br />to develop best practices in dealing with <br />building practices. <br />• City (not LSL) should consider a fiber ordinance that <br />any developer would be required to build a <br />broadband amenity and add to the City's fiber <br />network, one that provides for wireless <br />communications, public safety, virtual education, <br />autonomous vehicles, real time parking, etc. <br />• Opportunity for all of the buildings to be connected <br />to a fiber backbone, owned by the City, operated by <br />others.
