PG&E owns the power <br />poles (City owns light poles). <br />• There is a JPA that governs use of PG&E poles <br />(AT&T, Comcast, PG&E). <br />• There are underground initiatives, such as on <br />E14. Magellan can provide possible lease <br />rates/incremental savings from open trench <br />policies. <br />• Right-of-way permits go through Traffic & <br />Engineering; attachment to City property <br />permits is handled by Public Works. <br />• City has not established any rental fees for <br />poles, including fee for maintenance. <br /> <br /> <br />• Magellan recommends City retain <br />ownership of light poles and cabinets in <br />the rights-of-way. The public right-of-way <br />is where the City’s smart assets will reside. <br />• When telecom permit is requested – this <br />should signal potential revenue <br />opportunities. This also applies to wireless <br />(lease fee). <br />• Should address changes to existing permit <br />process or establish new ordinance where <br />there is an absence. <br />• Developing a sound, “good governance” <br />policy framework is key to establishing <br />sustainable change. The City should <br />maintain control over their own assets (do <br />not sub contract to another entity to <br />manage). <br />• 5G offers a huge opportunity – more <br />dense wave lengths, so more microcells <br />will be needed. City should leverage their <br />poles and create revenue opportunities for <br />carriers in 5G rather than allowing <br />incumbent to dig for more fiber trenching <br />to micro cell sites. <br /> <br />
