<br /> 69 | P a g e <br />City of San Leandro, CA <br />Fiber Master Plan <br />Interview with City Manager’s Office <br /> <br />CMO (Tamika Greenwood, Chris Pio Roda, Sbeydeh Walton) – October 24, 2017 <br />Key Findings Opportunities & Needs <br />• Public Information Office (PIO) Discussion: <br />• Magellan to work with Sbeydeh on community outreach <br />for project, including business and residential segments. <br />Language divided (English as 2nd language) and low-income <br />people to be addressed. Service groups (like Kiwanis) and <br />long-time advocates will be approached. <br />• City Attorney Discussion: <br />• Policies like Open Trench done informally, but Engineering <br />has expressed that they would like these codified. <br />• Each proposed microcell pole attachment agreement must <br />be approved by the City Council on consent calendar. <br />• Microcell applications were on hold (due to SB649), but <br />not that it is dead, City moving forward with Master Plan. <br />Applications to remain on hold until standards and MLA in <br />place. <br />• Codification of open trench policies <br />needed. <br />• Codified policies will enable staff to <br />make decisions without need of <br />Council approval. <br />• Magellan recommends industry <br />meeting with Traffic & Engineering, <br />Community Development & PIO <br />regarding Dig Once and Wireless <br />Ordinance. <br />• Magellan to draft Dig Once and <br />Wireless Ordinance – send to <br />Michael Stella. <br />• City Clerk requested additional <br />tools to assist the community to <br />engage in public meetings (i.e. <br />online public speaker cards). <br /> <br />Interview with City Manager and Assistant City Manager <br /> <br />City of San Leandro (Chris Zapata and Jeff Kay) – October 19, 2017 <br />Key Findings Opportunities & Needs <br />• The City and business community is <br />no longer underserved as it has fiber <br />- broadband provided by Lit San <br />Leandro (LSL). Comcast & AT&T <br />have also installed fiber recently. <br />• LSL has connected a number of new <br />businesses and the new Tech <br />Campus. <br />• City has its own fiber optic asset, but <br />have not utilized to serve business <br />community. <br />• Original intention was to use LSL as <br />an economic development asset <br />(connecting businesses). <br /> <br />• LSL has been focused on wholesale (not retail/end user <br />customer). <br />• City’s own fiber optic asset is underutilized. <br />• Identifying and implementing viable Smart City applications <br />(i.e. parking) that would be utilized is needed, as well as <br />exploring whether FTTH (fiber-to-the-home) make sense. <br />• 5G industry standard has not yet been defined, but is on the <br />radar with carriers coming out with trials. <br />• Partnership opportunities exist with incumbents particularly <br />with City-pole attachments (wireless or wireline) and <br />focusing on monetization strategies. With SB 649 off the <br />table, other opportunities will be available. <br />• Should continue to look into connecting non-profits (i.e. <br />City’s benefit fiber program that connected City fiber to <br />schools) and help bridge the ‘digital divide’. <br />• Need to develop map of current assets and a plan that <br />identifies best places to lay fiber for ROI. <br />
