<br /> 88 | P a g e <br />City of San Leandro, CA <br />Fiber Master Plan <br /> <br />In general, the City’s internet service at the various locations is marginal with the <br />residential segment. <br />• Library Wi-Fi: 56% rate as good or excellent and 44% rate as average to poor. <br />• Library Computer: 51% rate as good or excellent, and 49% rate as average to <br />poor. <br />• Senior Center: 45% rate as good or excellent, and 55% rate as average to poor. <br />• Community Center: 45% rate as good or excellent, and 55% rate as average to <br />poor. <br />• Public Wi-Fi: 38% rate as good or excellent, and 62% rate as average to poor. <br /> <br />Although the focus of this Report is on connecting businesses and anchor institutions in <br />an incremental fashion, these results provide strong evidence that eventual expansion of <br />San Leandro’s network to include residential services throughout the City is supported. <br />For the purposes of the current needs and capabilities of the City, this report focuses on <br />addressing issues of digital inclusion at this point in time; further evaluation is required to <br />better understand how a residential offering might function in San Leandro. <br /> <br />DIGITAL INCLUSION <br /> <br />Through discussions with San Leandro Management Staff and City Councilmembers, it <br />was clear that there is a strong desire to support underserved community members <br />through programs and services that help close the digital divide, homework gap, and <br />remove the language barrier to communications. Collectively, such programs address a <br />concept called “Digital Inclusion.” <br /> <br />Digital Inclusion is defined as the “ability of individuals and groups to access and use <br />information and communication technologies (ICTs).
